Technical Officer 

Duty Station: DKI Jakarta 

The Technical Officer will provide technical assistance with regards to the priority district activities and other stakeholders. 

Key Responsibilities: 

  • Provide quality technical assistance in the implementation and monitoring of the TA.  
  • Provide support in the implementation of the project activities.  
  • Identify potential problems and advise Project Coordinator on the necessary corrective actions, follow up the actions, and prepare brief reports on findings and recommendations.  
  • Prepare regular report and recommendations for problem solving/action plan (s).  
  • Contribute to developing of ToR, TA plan as well as review of the deliverables on the technical quality.  
  • Maintain relations with stakeholders, partners, and institutions.  
  • Initiates and facilitates discussions with regards to the project activities  
  • Ensure data collected used for the project are correct and valid. 
  • Perform other duties as assigned by the supervisor. 

Qualifications and Competencies:  

Educational Qualification: 

  • Medical Doctor degree is mandatory. Fresh Graduates are welcome to apply. 

Competencies: 

  • Minimum of 2 – 3 years working experience in public health/medical science or management preferably in health/TB control program.

Project Assistant

Duty Station: DKI Jakarta

The Project Assistant will support the technical staff with the administration of all national activities.

Key Responsibilities include:

  • Assist the Tehnical Officers for national activities in the planning, coordination and administration of successful project activity implementation such as organizing seminars/conferences/workshops, training, meetings (external and internal), presentations, etc.
  • Draft/type letters, documents and forms related to project activities.
  • Draft Terms of Reference and arrange for contracts to be prepared when needed.
  • Prepare travel itineraries, travel advances, travel arrangement and bookings.
  • Prepare liquidation report of the duty trips that have been completed.
  • Provide duty trip report (if participated) and remind other team members to prepare such reports.
  • Register all in and outgoing mail related to the technical/project units.
  • Set up appointments/meetings with Government, partner organizations and other stake holders.
  • Prepare agendas, invitations and take minutes/notes of internal meetings to be reviewed by the Head of Project Management and then circulated to participants.
  • Maintain an efficient filling system for all project related records.
  • Perform other duties and responsibilities assigned by Head of Project Management in relation with this role.

Qualifications and Competencies: 

  1. Educational Qualification:
    • Bachelor degree in management, public health or other related field.
  2. Competencies and skills:
    • Minimum 2 years experience working in administration and health program management ideally in an International Non-Government Organization.
    • Demonstrated experience in project management and budgeting.
    • Good analytical and problem-solving skills, with a strong eye for detail.
    • Proactive approach to service provision, as well as the ability to organize partnerships and maintain good relations within internal and external KNCV.

HR Officer

The HR Officer will be responsible to the deployment of HR Policies & Procedures related to personnel and HR administrative matters including recruitment, training & development, payroll, staffing, health insurance and performance management.  S/He will maintain effective and up to date  HR data base and information, personnel files, employee tracking, recruitment updates, HR filing  and other HR Communications.

Key Responsibilities include:

  • Maintain the updated and accurate job description of every post. Proactively provide regular update to Supervisor and the respective line manager if there is any incomplete/not up to date JD/not in line with the latest organization structure.
  • Keep employee personnel file complete with all the required information in it, stored in locked and secured drawer. Ensure and maintain the confidentiality of all the information.
  • Maintain an employment database system; ensure accurate and timely information.
  • As a main focal point in salary and benefits survey. Produce report and recommendation based on the survey result  to ensure competitive compensation and benefits plans and share lessons learned
  • Coordinate and organize the implementation of the Performance Management, including monitor the implementation and submission of Performance Appraisal.
  • Record, monitor, and analyze the result of staff’s performance review.
  • Identify and develop Annual Training & Development Matrix  for all staff based on the information from staff  Performance Appraisal.
  • Monitor staff daily attendance.
  • Record and monitor capacity building of all staff in line with the applicable policies.
  • Maintain and monitor compensation and benefit staffs’ records, e.g. salaries, Social Insurance.
  • Manage the payroll administration in collaboration with Finance department.
  • Ensure the accuracy of payment in all payroll computation.
  • Ensure that all staff receive their contract on time.
  • Ensure the induction and orientation program for new staff takes place. Coordinate with the respective line manager.
  • Handle the recruitment and selection process, from receiving the employee requisition form to placement of new employees to ensure timely and organized and comprehensive procedure is implemented when hiring a new staff.
  • Review and monitor salary and benefits expenses against budget.
  • Preparing HR related letters/announcement/communications
  • As main focal point for health insurance benefits matters. Provide assistance to staff related to the provision health insurance when required
  • Develop and facilitate good relations with the respective government authorities to ensure that all permits, approvals and clearances are conducted effectively in compliance with government regulations.
  • Organize other approvals and clearances required for the smooth operation of YKI
  • Recording incoming and outgoing letters/memos, including filing and distributing to the relevant parties (hard copies and soft copies in shared folders).
  • Ensure preparations for all visitors to the office are arranged prior to their arrival (this may include accommodation, travel arrangements, meetings, welcome pack including emergency contact numbers, etc.);

Research Doctor (Research Assistant)

(Duty Station: DKI Jakarta)

The Research Doctor (Research Assistant) will support research activities conducted in the hospital.

Key Responsibilities:

  • Participate in training held by YKI
  • Carry out research in accordance with applicable research protocols and the principles of Good Clinical Practice (GCP)
  • Assisting the Study Coordinator (SC) regarding the recruitment of research subjects, including contacting index cases and household contacts and reporting to Study Coordinator
  • Carry out the recording of the locator of prospective subjects and research subjects according to the research protocol
  • Assist Study Coordinator in anthropometric examinations and vital signs on prospective subjects and research subjects according to the research protocol and report the results of these examinations to the Study Coordinator at the clinical trial site
  • Carry out laboratory examination samples on prospective subjects and research subjects according to the research protocol
  • Ensure that prospective research subjects receive radiological examinations according to the protocol and accompany prospective subjects to the radiology unit if needed
  • Delivering the research products and Electronic Medical Devices (EMD) to research subjects (entering the number of products studied with an additional 14 tablets for the visit window)
  • Conducting EMD data interrogation and calculating the remaining products studied in the EMD from previous visits
  • Provide education for related research subjects:
  1. Dosage and how to consume the product under study (including the number of pills that must be consumed each time, when and how to consume the product studied)
  2. Side effects that can arise, what to do if the subject experiences side effects
  3. Mitigation if there is a missed dose, vomited, dropped on the floor, or damaged
  • Complete the complete treatment monitoring and post-treatment monitoring logbook (including treatment status, treatment modifications, both by protocol and/or subject, discontinuation of treatment, and side effects that arise)
  • Help fill in research data into manual forms or research logbooks if needed
  • Assist in the preparation of monthly research progress reports with the research team at the clinical trial site
  • Carry out tasks instructed by Study Coordinator
  • Identify potential constraints and report to Study Coordinator
  • Participate in regular monthly monitoring and evaluation meetings with the research team at the clinical trial site and YKI if needed
  • Perform other duties assigned by supervisor

The Data Officer will be responsible for data collection, quality, management, validation and analysis of programmatic data from a variety of resources that supports the data analytic goals and objectives of the project/organization.

Key Responsibilities

  • Data entry for recording and reporting system, including but not limited to information system platform for specimen transportation mechanism.
  • Pull and integrate data from disparate resources.
  • Evaluate and process data to identify errors/inconsistencies.

Technical Officer – HIV/AIDS

Duty Station : DKI Jakarta

 The Technical Officer – HIV/AIDS will provide technical assistance with regards to the project activities and other stake holders, assist the project technical programmatic aspects related to HIV/AIDS, have primary technical oversight on HIV/AIDS activities VL coverage expansion, implementation of EQAS for VL test, etc. The Technical Officer – HIV/AIDS will work closely with the Laboratory Team.

Key Responsibilities include:

  • Provide quality technical assistance in the implementation and monitoring of the TA
  • Assist to enhance the capacity of medical service providers to ensure all eligible PLHIV on ART are tested for viral load according to algorithms and guidelines
  • Engage with sub-national health offices, hospital management, primary care facilities including private facilities to support viral load testing
  • Assist to ensure the existing specimen transportation application is used and work to link it with the national HIV AIDS and STI information system (SIHA)
  • Assist to closely monitor the consumption of viral load reagents and cartridges and ensure all the machines are running as expected through coordination and communication among NAP and technician
  • Ensure implementation of external quality assurance (EQAS) for viral load test is conducted and the quality of testing is assured

The Finance Officer will be responsible to provide essential finance and systems support to the organization. Key Responsibilities include:

  • Prepare and input financial information into the system
  • Assist Technical Staff in developing program activity budget (work plan budget)

The Project Officer will support the Project Manager in project management and in providing administrative support to the technical team.

Senior Technical Officer – Lab

Duty Station: Jakarta

Senior Technical Officer – Lab will provide quality technical assistance on the strengthening of the lab referral network and establishment of a national quality assurance system and provide up-to-date technical guidance and contributes to the continuous learning process within the project and partners. He/She will ensure evaluation and documentation of interventions to collect and share lessons learned. Maintaining YKI standards of work throughout the organization and project, in her/his field of work also become a part of his/her responsibilities.

Key Responsibilities include:

 

Technical Assistance

  • Support the Lab Team/Lab Officer in the implementation of quality Technical Assistance
  • Support the Lab Team/Consultant in the development of training materials and SOPs
  • Implementation activities on strengthening of lab networking and external quality assessment in coordination with Lab Team and Project Coordinator in charge.
  • Assist BBLKs/BLKs in developing/adapting guidelines, SOPs and other relevant documents required to achieve the program targets

The Finance Officer will be responsible to provide essential finance and systems support to the organization. Key Responsibilities include:

  • Prepare and input financial information into the system

The Admin Assistant will provide support on administrative duties, including office and asset management, logistics, formalities, etc. S/he will also be responsible for handling the front office reception including but not limited to welcoming all visitors and directing them appropriately; notifying the appropriate staff of the arrival of the visitor; answering YKI telephone professionally and promptly, transferring the call if appropriate (introducing the caller before putting the call through), taking messages if needed; sorting & distributing mails; managing the meeting room schedule and any other admin related work a required.

Key Responsibilities include:

  1. Administration & Travel Arrangement
    • Support the upkeep of the YKI Master Asset Register.
    • Help to ensure that all goods are put on the asset register, as well as ensure all assets are barcoded/tagged to enable asset tracking across all YKI offices and partners.
    • Moveable asset management – maintain a tracking list of assets and monitor user/movement – user should sign receipt of the asset.
    • Office stationery and supplies management – maintain stock cards and monitor use of office supplies. Undertake monthly stock control and replenish supplies as needed.
    • Oversee the office facilities e.g. Telephone/Photocopier/Electricity/AC/Office Equipment to ensure that the office is able to operate in an effective and efficient manner.

The Communication Consultant will be responsible for developing a campaign plan and key messages for IEC media to be used in the campaign.

Key Responsibilities:

  1. Conduct a literature study on campaigns, key messages, IEC media related to behavior change in HIV viral load testing, including strategies for increasing demand from the community (demand creation) and supply from health workers and HIV program managers.
  2. Drafting a campaign plan document, key messages and IEC media for HIV VL screening at the central level.
  3. Plan and facilitate FGDs (focus group discussions) with stakeholders to obtain input regarding the draft VL campaign plan, key messages and IEC media for HIV VL screening at the central level.
  4. Plan, facilitate, and report on IEC campaign and media activities in 3 (three) districts/cities with community facilitators and no community facilitators (assistance is carried out by health cadres/officers).
  5. Finalize the VL HIV campaign plan document and IEC media together with stakeholders at the national level.

AKSES VL (Accelerating demand maKing and Supply-side strengthening for optimal accESs to HIV VL testing) is a technical assistance activity to the Sub-Directorate of AIDS and PMS of the Ministry of Health of the Republic of Indonesia, through funding from The Global Fund which aims to: (i) increase the coverage of Viral Load examinations ( VL) in people living with HIV/AIDS (PLHIV) in Indonesia and (ii) support the establishment of a national system for external quality assurance (PME) for VL testing.

This program is implemented in 514 districts/cities during 2022-2023.

Yayasan KNCV Indonesia invites open bids from eligible candidates to provide specimen transportation services from 34 provinces in Indonesia to the dedicated Laboratories for year 2022 and 2023.

Specific Requirement:

a. Detailed Description of Work

  • Prosses required legal documents, eg: notary deed, NPWP, TDP, SIUP
  • The company is not in the problem in question, namely in a bankruptcy situation, not under supervision or court examination, not being blacklisted
  • Method and handling of the specimen transportation from pick up point to dedicated laboratory
  • Proof of tax payment

Yayasan KNCV Indonesia is a partner of the KNCV Tuberculosis Foundation headquartered in The Hague, Netherlands. We collaborate and develop partnerships with the Government, international organizations, and local organizations in providing technical assistance and developing effective, efficient, innovative, and sustainable TB control strategies.

We are an organization of TB professionals, including doctors, researchers, training experts, and epidemiologists.

AKSES VL (Accelerating demand maKing and Supply-side strengthening for optimal accESs to HIV VL testing) is a technical assistance activity to the Sub-Directorate of AIDS and PMS of the Ministry of Health of the Republic of Indonesia, through funding from The Global Fund which aims to: (i) increase the coverage of Viral Load examinations ( VL) in people living with HIV/AIDS (PLHIV) in Indonesia and (ii) support the establishment of a national system for external quality assurance (PME) for VL testing.

This program is implemented in 514 districts/cities during 2022-2023.

Yayasan KNCV Indonesia invites open bids from eligible candidates to provide medical consumable goods (used for packaging and shipping of viral Load Specimen for VL Examination) to the dedicated health facilities all over Indonesia.

Instruction to Tenderers

Specific Requirement:

a) Detailed Description of the Goods/Works Required
– Medical consumable goods and the distribution of the goods to the dedicated health facilities (Franco in place). Details of the goods and the distribution area are described in the attached ToR
– Having a good method on handling and shipping medical consumable goods to dedicated health facilities (Franco in Place)

b) Selection Criteria
– Delivery time schedule of medical consumable goods as mentioned in the Term of Reference
– Prosses required legal documents, e.g.: notary deed, NPWP, TDP, SIUP
– The company is not in the problem in question, namely in a bankruptcy situation, not under supervision or court examination, not being blacklisted
– Sound and proven experience in providing medical consumable goods.

– The best delivery schedule of the medical consumable goods
– The best price
– Meeting the mandatory delivery time
